The Communists feel that people must not be left free to solve their own problems, and to make whatever "progress they can manage, and to develop whatever way of life is possible for them. Communists feel that within a nation, the power of government should be used to determine what is "welfare" and "progress" and to dictate the standard of living. Communists feel that, among nations, there should be constant agitation ("educational activities") and redistribution of wealth ("assistance for the economic and social development") until all nations have developed virtually identical socialist systems.
