Policies of the federal government, developed by Communists and put into operation before the guns of World War II were silent, were intended to:
(1) redistribute to other nations the great American reserve of gold which made our dollar the strongest currency in the world;
(2) build up the industrial capacity of other nations at the expense of America, is order to eliminate America's preeminent productive superiority;
(3) take away from American producers their world markets, and even their domestic American markets, until capitalistic America would no longer dominate world trade;
(4) entwine American affairs - economic, political, cultural, social, educational, and even religious with those of other nations until America could no longer have an independent policy, either domestic or foreign: until America could not return to her traditional foreign policy of maintaining national independence, nor to free private capitalism as an economic system.

The International Red Aid held its second international conference in Moscow. As a result of this conference a number of directives were issued in connection with juridical questions then facing the Communists.
Among these directives were: "The proletariat must gather and organize those lawyers and learned barristers in various countries who sympathize with the liberation struggle and are prepared, together with the legal bureau of the I.R.A., to assist and give legal help to the victims of the class domination of the bourgeoisie.
"To organize legal bureaus in every country where they do not yet exist and where this is possible, in particular in England, the U.S.A. and Japan,
"To strive to enlarge the number of lawyers who take part in this work by attracting more and more new cadres of lawyers and jurists who can be stimulated by their own interests and their sympathy with the revolution to gather around the I.R.A. legal bureau."
