The fundamental fact in a democracy

"The fundamental fact (in a democracy) is the sovereignty of the people; but at the present time, we are not exercising our sovereignty at all. This is beyond question. If you exercised your sovereignty, you surely would not be landed in a state of affairs in which you cannot have even moderate prosperity without preparing for another war. That cannot be a popular policy."
